This is an excellent question and one that I have asked for many years.
One of the cornerstones for the conservative movement is the fact that they laud military spending, but do not believe that the government should do anything for its people other than make a military.
One fact that conservatives do not acknowledge is that a government is supposed to work for its people. This is lost on conservatives because they believe that a government is supposed to only provide a strong military. Somehow in their eyes, the constitution of the USA gives instruction to only build armies and not communities. They do not see that protection of the people includes protection from poverty.
The conservatives have no sympathy for people who are disabled or cannot help themselves. They honestly believe that all a person needs to do is “pull themselves up by their bootstraps”.
To answer your question directly, they turn a blind eye to it because that is what they passionately believe in. It is like asking why they believe in the Bible or the Koran. There is no real logic behind it but to say that it is what they were taught to believe.
