How long does it take before you can paint over Bulls Eye water base primer and sealer?

Depends on a variety of factors.
Humidity and temperature are important in drying time. The lower the humidity the faster the drying time. The lower the temperature, within limits, the higher the drying time (I mean, if it is 95 outside, it won’t dry all that fast),
How thick you put it on and what you applied it to. Thicker coats require longer to dry, thinner coats dry faster no matter what. If applied to a porous surface, it will take longer to dry. If applied to a smooth and/or solid surface, it should take less time.
My rule of thumb is using just that–touch the surface of what you primed with your finger. If paints transfers, or if you see a smudge in the paint coat itself, you are still too wet.
Air circulation can assist in drying time so fans work well.
