How do I get the front license plate cover off?

I have 2002 trans am and need to get the front license plate cover off (the cover with the firebird logo) since VA requires a front license plate to be displayed.

You’ll need a small TORX head screwdriver(a T15 or T10). At the bottom of the cover there are two screws. Unscrew them and lift the bottom up, pull out and down. Then you can put your license plate on and get you a clear cover like the following to place over it:
