Why does my car overheat when I am at a stop or in idle?

I have a 1998 Honda Accord Sedan DX 2.3L 4 cylinder engine. When I am at a stop or in idle my temperature gauge goes to “Hot.” Even when I am using the AC I have the same problem. I have replaced both hoses leading to the radiator, the fan shroud (because it wasn’t working), my thermostat and I have tapped off all my fluids. When I drive the gauge goes down but not as much as I would like.

Two things,the fan isn’t working on the radiator,easily checked at standstill with hood up and look,but it sounds like the radiator is starting to loose its flow.This is build up of silt,with top and bottom hose disconnected you could try running a hose pipe through,or rad flush.Good luck
