If electronic ear muffs can shut off noise past 82db, how can they only have a NRR 22?

I keep reading up on electronic ear muffs, and some of them sey they can shut out noise past 82db. If they ear muffs only have a NRR(noise reduction rating) 22, then wouldn’t a firearm blast at 140db, still be heard at approximately 118db?
Can someone please explain

No! You would only hear 82db of a firearm blast of 140db because the electronic ear muffs shuts out all sound over 82db. The strange thing about these devices it that the guy down on the end of the line farthest away sounds louder than the guy’s next to you, and you can easily hear people talking.
