Attn: DJs and Techno Music Fans – help!?

I am trying to identify a techno song I have on an unlabeled recording. It’s a very simple trance song, and the main thing is that it twice plays an extended sample of the Nixon “Checkers” speech. The part of the speech that is sampled begins with “The office of the Vice Presidency of the United States is a great office” and ends with “I’m here to tell you my side of the case.” Each time it finishes the sample, that’s when the beat kicks off. Has anyone ever heard this song or know anything about it?
