Who makes the best M4s for under $900?

Without all the whistles and bells. No match triggers, hogue grips, laser sights. Just a solid .223 platform on which to build.
I have a very nice Colt Sporter purchased almost 20 yrs ago. I don’t want to tear it apart to build an M4.

Lewis Machine would be my choice for a budget M4. I’d also look at DPMS. I wish I could find a Bushmaster for that but can’t.
