Picatinny Rail

Can you mount a picatinny/weaver rail on a Ruger 10/22 reciever?
OK… so for everyone that doubted my last question lol.. i have a Tapco T6 stock installed on my 22 along with a forward grip and flash suppressor. so it looks tactial already i want to but a Carry handle mount on my reciever.. I realize it dont line up with the barrel sights.. so i will put a flip up front sight on my picatinny rails on my handguard if this will work..but the carry handle mounts to a 1″ picatinny rail.. and the scope mount that my gun came with is 5/8″.. So my question is can i mount a 1″ picatinny rail to the reciever of my ruger 10/22.. and can it use the same holes as my scope mount? i want to do this without having to drill holes in my gun lol… let me know.. Thank you for the best answer on your previous question by the way. Folks were attacking your idea but I thought it was pretty neat and perfectly do-able. Put it together, take a picture and show ‘em how it’s done. Talk about a Tactical 10/22! An AR15 carry handle and flip-up and a T6 stock ought to look cooler than Hell.
