What’s the largest piece of 15mm toughened glass you can order from stock for a ballustrade? I need 100cm high?

Need 100 cm high and ideally around 3 metres long.

Your chances of getting this from stock are almost nil. You might be able to find 1×1 meter squares from stock but 3 meters of glass is going to be a heavy monster and most uses would require a custom fit or mounting hole drilled before tempering. The full panel is going to have a weight of about 112.5 kg and be very awkward to handle.
