Is there a gun I can buy while not 21 years of age that would shoot rubber bullets?

I am 18 years old, and am moving out to a pretty bad area. Since I cannot buy a real pistol, and carrying a rifle around is not realistic, what is my best solution to carrying something around for protection? I heard there are guns that only shoot rubber bullets and am wondering if you have to be 21 to obtain one of those. If not, what would you guys recommend?
Yeah, I’d rather not move there, but it is where my college is located, so I don’t really have another option.

This is a free country – so dont be a prisoner in your own mind and move to where its crap….. Dont make excuses, dont tell yourself you “have to” move there, just don’t move there…….
