On average, how much velocity is lost when…?

…the same cartridge is used in a semi-auto, and a non-auto rifle? How much(percentae wise) do you lose by going to semi-auto?

Like for example if you had a Ruger Mini-14 and a Ruger Bolt-action rilfes both chambered in .223 rem??? Also could a longer barrel(for more gas compression time) make up for this as semi-autos are often made with shorter barrels?

Also, is it possable and would it make sence to make and semi-auto for long-action cartridges like .300 win mag? I know commpanies like Barret make 50BMG semi-autos. The reason I ask of this, is if I wanted a long distance target rifle(for like 1000 yards or so), and wanted to be able to take the set number of shot(like say 5) for a group, with out having to disturb my aim between shots for cocking it…?

And the armys new sniper rifle is a semi auto. m110 sass.

I got to fire one at Eglin AFB about a month ago when I came back from Iraq. Thats exactly why their new sniper rifle is semi auto. In Iraq most of the sniping done is actually counter sniping where a quick second shot is prefered, if your first shot aint on target the snipers going to know where you are.
With modern technology the amount of accuracy lost in a semi auto is also very little. Ive seen my ar15 shoot better than than my remy 700 on some days at 100 yards.

Like Michael said, the down side is the price. I think I saw somewhere that the m110 cost $8000. For that price you could get 3 or 4 m24 rifles.
